(FILES) Migrants wade into the sea to try to board smugglers' boats in an attempt to cross the English Channel off the beach of Gravelines, northern France on September 27, 2025. The Franco-British migration agreement "creates a cynical and dehumanizing system," believes the National Consultative Commission on Human Rights (CNCDH), which calls for its denunciation in an opinion published Sunday in the Official Journal.

The CNCDH "is concerned about the violations of fundamental rights and the international obligations of both countries" resulting from the implementation of the agreement aimed at preventing "perilous crossings," it states in its non-binding opinion. Concluded at the end of July, this agreement provides for the return to France of migrants arriving aboard small boats in the United Kingdom, in exchange for the country's reception of migrants currently in France, on a "one-for-one" basis.
