Rape involving minors should be approached with caution

WINDHOEK, 08 NOV (NAMPA) – Namibia Police Force Spokesperson, Chief Inspector Kauna Shikwambi, told Nampa on Wednesday that the Rape Act 08 of 2008 stipulates that children under the age of seven are incapable of committing crimes because they do not have sufficient understanding of right and wrong.
