AFP presents 15 photographs by Spanish photographer Cristina Quicler, taken on October 14 and 15, 2025 in Seville, about the horse-drawn carriages in the Andalusian capital. The future of horse-drawn carriages in Seville has sparked a heated public debate.
The Seville City Council has officially confirmed its decision to maintain all 97 existing licenses for the carriage service. This announcement comes as Malaga became the latest city to formally end the practice. On October 6, 2025, Malaga City Council revoked its final 25 licenses, citing 'the incompatibility of the carriage ride service with urban development and ensuring conditions of safety and health for both public road users and the animals themselves.'
Meanwhile, animal rights groups are focusing their attention on Seville, publicly questioning the welfare of the working horses. In response, the City Council asserts that it fully complies with the national Animal Welfare Law and is committed to implementing further measures. These include studying modifications for days with extreme temperatures, ensuring continuous veterinary check-ups, and deploying the Giralda Group of the Seville Local Police to strictly monitor adherence to all regulations.
