TRIPOLI, Sept. 19 (Xinhua) -- Libyan experts have blamed political rifts, which were spawned by U.S.-led military intervention that ousted late leader Muammar Gaddafi in 2011, for aggravating the sufferings of residents in flood-hit areas.
