CAIRO, February 4 (RIA Novosti) - Russia expects El Dabaa, Egypt's first nuclear power plant constructed with the help of Russian state nuclear corporation Rosatom, to be fully operational by March 2030, Russian Ambassador to Egypt Georgiy Borisenko told RIA Novosti.
