MOSCOW, April 22 (RIA Novosti) - Seven settlements in the Kirzhachsky district of Russia's Vladimir Region are being evacuated in connection with the state of emergency, the Russian Ministry of Emergency Situations (EMERCOM) said on Tuesday.
