MOSCOW, April 30 (RIA Novosti) - The man charged for plowing into the crowd in the Canadian city of Vancouver, Kai-Ji Adam Lo, was under mental health supervision, the CBC broadcaster reported on Wednesday, citing the Health Ministry of British Columbia.
