Japan wants renewables to be its top power source by 2040, as it pushes to become carbon neutral by mid-century, according to draft government plans unveiled Tuesday. By 2040, renewables are expected to provide 40 to 50 percent of electricity, up from 23 percent last year, a copy of the draft shows.
